Ottoman Studies

This study concerns itself with the first Imperial Envoy Gerard Veltwijck (ca. 1500—1555), who negotiated with the Ottoman Sultan Süleymān. Using newly discovered as well as recently published sources, it will focus on the part this diplomat of Charles V played in the negotiations with the Sublime Porte and on the considerable problems the French King and his representatives in Istanbul experienced during the talks. The Most Christian King thus became a victim of his ambivalent foreign policy while his alliance with the Sultan experienced a severe crisis. Finally, this study tries to demonstrate the impact of a diplomatic sojourn in the Levant for the envoy, as such a mission was very often followed by a considerable and far from only financial reward.

The monograph From Ambivalence to Hostility focuses on writings on Zionism published in the Arabic newspaper Filasṭīn (ʻPalestineʼ) in the pre-WWI period (1911–1914). It covers a broad range of subjects treated by the periodical including Jewish land purchases in and immigration to Palestine, violent incidents between the Jewish and the Arab communities, Zionist boycott and Zionist Congresses. The second chapter of the book offers a detailed analysis of the gradual yet profound transformation of Filasṭīnʼs editorial policy vis-à-vis Zionism before World War I.

The First of the Modern Ottomans blends biography with intellectual history. On the one hand, it is the story of an Ottoman life – the life of the scribe, ambassador, and prolific historian Ahmed Vâsıf (ca. 1735-1806), a man who improbably rose from obscurity in Baghdad to travel the empire, fight its wars, advise its sultans, and, in time, write its history. As a full-scale biography, the book is a rarity for the field of Ottoman history and reconstructs Vâsıf’s life, career, and opinions through meticulous research in both Ottoman and European sources. On the other hand, The First of the Modern Ottomans is also one of the first detailed intellectual studies of the early modern Ottoman Empire. Weaving together Vâsıf’s life and thought with the larger intellectual currents of the day – especially at the court of Sultan Selim III in Istanbul – it explores central debates among the Ottoman ruling elite over Europe, political reform, war and peace, justice, and the empire’s renewal. Vâsıf’s life reveals a vital response to the empire’s challenges at the turn of the nineteenth century – one that was novel and deeply enmeshed in Islamic philosophy, ethics, and statecraft.

A REVIEW AT THE DIYARBAKIR JEWS DURING THE TANZIMAT ERA
(1839-1873)
ABSTRACT
The kingdom of the king-prophet Solomon was divided into two parts as Israel and Judah after his
death. With the collapse of these kingdoms a number Jews came and settled in the Mesopotamia. The origins
the Diyarbakir Jews goes back to this episode in history. The Jews who lived in Diyarbakır for hundreds of
years abandoned the city to move to the State of Israel in 1948. This short article aims to shed some new
lights on the Diyarbakır Jews during the Tanzimat Era and thus to contribute to the Jewish studies in general
and to the history of Diyarbakir city in particular.

When the Greeks and surviving Armenians of present-day Turkey were forced to leave their homeland in 1922, the movable and immovable property they had to leave behind became known as „abandoned property“(emval-i metruke). In theory, this legal term implied that the absent owners continued to enjoy their property rights and were represented by the state. In practice, however, their houses, fields and belongings were stolen. They were used for the immediate housing needs of the remaining population, distributed among the rich and powerful and sold in public auctions. Initially, only a small part of abandoned property was under control of the new Ankara government, which was eager to use it as a source of revenue for the empty state coffers. Before it could do so, however, the government had to deal with various forms of active and passive resistance: homeless people and refugees squatted „abandoned“ homes and fields, and members of parliament initially refused to pass laws that would have legalized government administration of „abandoned“ property. From 1924 onwards, the property compensation for among incoming migrants from Greece (the so-called exchangees) threatened the financial interests of the state and pitted the newcomers against the existing population. İstanbul'un fethinin siyasi, askerî, ekonomik ve kültürel anlamda Osmanlı için bir dönüm noktası olmasının yanı sıra Oğuz Türkçesinin Batı dünyasında önem kazanması beylikten devlete, devletten imparatorluğa evrilen Osmanlı'nın yükselişi ile de doğru orantılı olmuştur. Bu nedenle 15. yüzyıl Anadolu coğrafyasında yaşayan Türkçenin ilk canlı verilerini gördüğümüz polyglotte tarzında yazılmış kitapların yerini sonraki yüzyıllarda çoğunlukla Batılılar tarafından hazırlanan Türkçeyi günlük telaffuzuyla öğretmeye dayalı sistematik Türkçe gramer ve sözlükler almıştır. Bu eserler Türkiye Türkçesinin canlı dil kaynağına en yakın verilerini, edebî kaygılardan uzak, amacı sadece duyulanı ve konuşulanı yazıya geçirmek olan yabancıların Latin, Ermeni, Kiril gibi alfabe sistemleri ile vücuda getirdiği transkriptionstexte (transkripsiyon metinleri) adı verilen metinlerdir.

Elinizdeki Türkçe söz varlığı çalışması ise 12 yıl İstanbul'da yaşamış Napolili Antonio Mascis'in 1677 yılında Floransa'da Latin harfleriyle Toskana ağzı – Türkçe şeklinde bastırdığı sözlükle Ankaralı bir Ermeni olan Giovanni Molino adıyla bildiğimiz Yovhannēs Ankiwrac'i'nin 1641 yılında Roma'da basılan Latin harfli İtalyanca – Türkçe sözlüğünün karşılaştırılmasından meydana gelmektedir. Her iki eserlerden çıkarılan Yer Adları ise sözlüğün son bölümüne eklenerek 17. yüzyıl yer adlarının izi dönemin eserlerinden sürülmeye çalışılmıştır.

'17. Yüzyılda Yaşayan Türkçenin Söz Varlığı' canlı bir dil kaynağı olmayan bu dönemde Batı Türkçesinin farklı ağız alanlarını gösteren bu iki eserdeki yazıya geçirilmiş ses kayıtlarıyla Osmanlı sahası dil araştırmaları açısından yeni ufuklar açacaktır.

In this volume, Elisabeth Fraser shows that artists and the works they created in the Mediterranean during the late eighteenth and early nineteenth centuries were informed by mutual dependence and reciprocity between European nations and the Ottoman Empire. Her rich exploration of this vibrant cross-cultural exchange challenges the dominant interpretation of European relations with the East during the period, revealing a shared world of fluid and long-sustained interactions.

Voyagers to and from the Ottoman Empire documented their journeys in prints, paintings, and lavishly illustrated travelogues; many of these helped define Europe’s self-identified role as heir to Ottoman civilizations and bolstered its presence in the Islamic Mediterranean and beyond. Fraser finds that these works illuminate not only how travelers’ experiences abroad were more nuanced than the expansionist ideology with which they became associated, but also how these narratives depicted the vitality of Ottoman culture and served as extensions of Ottoman diplomacy. Ottomans were aware of and responded to European representations, using them to defend Ottoman culture and sovereignty. In embracing the art of both cultures and setting these works in a broader context, Fraser challenges the dominant historiographical tradition that sees Ottoman artists adopting European modes of art in a one-sided process of “Europeanization.”

Theoretically informed and rigorously researched, this cross-cultural approach to European and Ottoman art sheds much-needed critical light on the widely disseminated travel images of the era—important cultural artifacts in their own right—and provides a fresh and inviting understanding of the relationships among cultures in the Mediterranean during an era of increasing European expansionism.

Tarihsel derinlikleriyle Türkiye’de ayrı bir konumu bulunan KOBİ’lerin kurumsal geçmişi Ahiliğe, fütüvvetnamelere, loncalara kadar uzanıyor. Türkiye’nin dünü -ister gezici olsun, ister çarşıda ya da mahallede dükkan açmış bulunsun- esnaf, sanatkar, küçük ve orta ölçekte tacirin ağırlığını koyduğu bir ekonomik yapıdan güç alıyor. Küçük ve orta büyüklükteki işletmelerin (KOBİ) istihdam, yenilik ve genel ekonomik dinamizme sağladığı katkı, artık tartışma götürmez bir gerçek. Ülkemizde KOBİ’lerin toplam kredilerden aldığı pay son derece düşük. Bu oran Japonya’da %50, Güney Kore’de %47, ABD’de %43 iken, Türkiye’de yalnızca %5. Farklılaşan ve sürekli değişen ihtiyaçlar, esnek ve dinamik bir üretimi gerekli kılıyor. Bu ise optimum üretim ölçeği küçültülmüş, yönetim ve denetim işlevleri etkinleştirilmiş, pazara uyum yeteneği artırılmış KOBİ’lerle mümkün olabiliyor.

In 18th century, The Ozbek Tekkes of Istanbul  was established for the Uzbeks who come to Istanbul before going to the pilgrimage. The tekke is connected with the Naqshbandi religious order, tarikat. The tekke which has strong ties with the state had become a school in nineteenth century.  The tekke has contributed  to the war of independence but it was closed after the proclamation of the Republic. In this period, it has transformed into a center for artists, especially for classic turkish musicians.

Stavros Stavridis 19. yüzyılın sonlarında 126 Karamanlı türküsünü kayda geçirip yayımladı. Kapadokya ve Karadeniz’in Hristiyan yerleşimlerinden Türkçe konuşan 600 Ortodoks, ön sipariş vererek yayına maddi destek sağladı. Milliyetçi akımların güçlendiği, Rum asıllı aydınların çoğunun iki milli merkezin, İstanbul ve Atina’nın çağrılarına uyarak, sadece Yunanca
halkbilimsel malzemeyi derleyip yayımladığı bir çağda Stavridis’in bu inisiyatifi istisnaidir. Stavridis önsözde belirttiği gibi, gelecek nesillere devretmek üzere memleketinin Türkçe türkülerini derledi. Türkülerin ait oldukları toplumun temel iletişim araçlarından biri olduklarını, ortak belleği ifade ettiklerini biliyordu. Bu yüzden, halk kültürünün bu temel unsurunu, sosyal hayatın en gündelik sahnelerini dile getiren türküleri kâğıda döktü. Böyle yaparak, kendisinin ve yayımladığı kitabı destekleyen dindaşı hemşerilerinin, Rum kimlikleri hakkında hiçbir kuşku duymadıklarını göstermiş oldu. Türkçe konuşmalarının ve Anadolu’da yan yana yaşadıkları Müslüman hemşerileriyle ortak bir kültürü paylaşmalarının kimliklerini
tehdit etmediğine inanıyorlardı.

Cihan Harbi Avrupa’yı karanlık bir evreye sokuyor, 19. yüzyılın refah ortamını sonlandırırken kararsızlıklarla dolu bir dönemi başlatıyordu. Türkiye insanının bu gelişmelerden etkilenmemesi düşünülemezdi. Üstelik Cumhuriyet Türkiyesi  hilafeti ve saltanatı kaldırmış, Batı’ya yönelmiş, “yeni hayat” özlemiyle yaşam tarzında köklü dönüşümlere gitmişti. Reform kaygıları, seküler yaşam özlemi, Osmanlı kültür kodlarının sorgulanışı, nesiller arası uyumsuzluklar yoksul ülkenin insanlarını her geçen gün çözümsüzlüğe yöneltmişti. 30’lu yıllarda “ideal”lerle donatılmış kendi “yeni insan”ına ulaşıncaya kadar Türkiye inkılaplarla toplumsal travmayı birlikte yaşayacaktı. Jön Türklerin İkinci Meşrutiyet yıllarına özgü sosyoloji tutkularının yerini bu kez Cumhuriyet’le birlikte psikoloji ve psikiyatri alıyordu. Durkheim’in pabucu dama atılmış, Freud’a ve Bergson’a umut bağlanmıştı. 
Türkiye’de Yeni Hayat 1908-1928 çağdaş yaşam özleminin toplumsal travmaya dönüşümünün öyküsü. Nüfus sorunu başta olmak üzere, kadının, gençliğin, çocuğun erkek Cumhuriyet döneminde karşılaştıkları sorunları ele alan Zafer Toprak uzun savaş yıllarının neden olduğu bunalımı, yoksulluğun neden olduğu fuhuşu,  intiharlarla sonuçlanan umutsuzluğu dönemin kaynaklarına başvurarak gün ışığına çıkarıyor.

Caftan became one of the most characteristic symbols of the Ottoman Empire ruled by the dynastic system. The most expensive and most elite caftans were used of sultans and also used by the upper palace important people, and even as a uniform they were considered a symbol of power on battlefields. It is mostly an open-fronted garment made from very special fabrics and has taken its place in history with poisonous examples as a means of punishment as well as a gift for success, appreciation or honor in every important duty in the palace tradition. With color, composition and valuable material properties, gift caftans have changed according to the service or achievement made and are also known by various names. The caftans, who clearly reveal the social status of the wearer, are prepared in large garment patterns to give a majestic appearance. The Sultan sons of the ruling were also trained for administrative administration from their early ages. The princes, which are prayerful wear shirts which were prepared before their birth, were wearing caftans enriched with install lever at the ceremonies of the feast and culüs when they came to the presence of their father. When they come to the starboard position, they were honored by the sultan for their duties by giving precious fabrics and caftans as gifts. Despite the fact that a large part cannot be preserved, unique samples arriving today are exhibited in our museums. There are countless books, articles, films, documentaries, etc. written on Ottoman palace life. In these documents, mostly the sultans' lives, performances, wars, arts, articles and clothes they used, and many other information were given. In this research, the types and technical characteristics of the fabrics used in the Ottoman period prince caftans were studied and 20 samples obtained with the source scans were studied. GİRİŞ Altın ve gümüş tellerle dokunmuş ipekli kumaşlar, Osmanlı İmparatorluğu'nun saray hayatında sadece ihtiyaç için değil, manevi bakımdan da önem taşımış, İmparatorluğun kuvvet ve görkemini yansıtan bir simge haline gelmiştir. Sultan'ın yabancı ülkelere, devlet ve din adamlarına verdiği hediyeler arasında saray kumaşları en ön sırayı almıştır. Ekonomik, ticari, sosyal nedenlerden dolayı dokuma sanatı, Osmanlı İmparatorluğu'nun yükselmesine paralel olarak gelişmiş ve dünyada eşine rastlanmayan bir düzeye ulaşmıştır. Zamanla imalat çeşitlenmiş, zenginleşmiş ve güçlü bir sanat kolu haline gelmiştir (Gürsu, 1988:17).
